Quick Answer
CA CAF Taxation Principles and Compliance (CAF-2) is ICAP's Certificate in Accounting and Finance paper on Pakistani income tax and sales tax. Its stated competency is to prepare income and sales tax information. The paper tests the Income Tax Ordinance 2001, the Sales Tax Act 1990, their rules, constitutional tax provisions and tax ethics, with income tax chargeability carrying the largest weightage. See the full CAF-2 Taxation Principles and Compliance course.
Introduction
For many CA students, CAF-2 is the first time law meets numbers. You must read a section of the Income Tax Ordinance, understand what it means, and then turn it into a correct tax computation under time pressure. Students who treat it as a memory paper usually struggle. Students who treat it as a logic paper, built on a few central concepts, usually do well. If you are new to the qualification, start with our complete guide to Chartered Accountancy in Pakistan.
This guide is written by the taxation faculty at ICT Business School, a professional accounting and finance institute based in Islamabad. It is reviewed by a chartered accountant and advocate who practises and publishes in Pakistani tax law. Everything below is mapped to ICAP's official Education Scheme 2025 documents and the current CAF syllabus. For how CAF-2 sits alongside the other Group A papers, see our overview of ICAP CAF Group A subjects and exam structure. You can also browse all CA, ACCA, CMA and CIA courses at ICT.
By the end, you will know exactly what CAF-2 tests, how marks are distributed, which laws apply, how to compute tax the way ICAP expects, and how to plan your preparation week by week.
Key Takeaways
- CAF-2 sits in CAF Group A. Under Education Scheme 2025, it sits alongside Financial Accounting and Reporting, Data, Systems and Risks, and Business Law Dynamics.
- Income tax chargeability dominates the paper. It carries 50–60% of the marks, against 20–30% for sales tax, 10–15% for administration and compliance, and 5–10% for constitutional provisions and ethics.
- Most exemption routes do not waive CAF-2. ACCA members, CIMA members and relevant-degree holders receive CAF exemptions that exclude CAF-2, and 16-year graduates on the conversion route sit it as GCC-2.
- The examinable Finance Act is not always the latest one. For CAF, fiscal law changes become examinable six months after publication by the issuing authority.
- Passing CAF-2 builds the base for CFAP-5. The CFAP-05 Tax Practices and Planning paper builds directly on it, and so does most real tax work in Pakistan.
What Is CA CAF Taxation Principles and Compliance?
CA CAF Taxation Principles and Compliance is paper CAF-2 of the Certificate in Accounting and Finance (CAF) stage of ICAP's Chartered Accountancy qualification. It teaches students to compute income tax and sales tax under Pakistani law, and to understand filing, assessment, appeals and record-keeping obligations. ICAP defines its competency as preparing income and sales tax information.
Under the older Education Scheme 2021, this paper was called CAF-2 Tax Practices. ICAP's transition table confirms that students who passed the old CAF-2 Tax Practices get credit for the new CAF-2 Taxation Principles and Compliance. The name changed, but the core of the paper is still income tax plus sales tax. If you started under the old scheme, our ICAP registration process guide explains how credits and student records carry forward.
In simple terms, CAF-2 answers three questions every tax professional must answer:
- Is this person or transaction taxable in Pakistan? (chargeability)
- How much tax is due? (computation)
- What must be filed, kept and paid, and what happens if the tax authority disagrees? (compliance and administration)
ICT's dedicated CAF-2 Taxation course page outlines how these three areas are taught in class. Explore the Course | Enroll Now
Where Does CAF-2 Fit in the CA Qualification Under Scheme 2025?
CAF-2 is one of four CAF Group A papers in ICAP's Education Scheme 2025, which took effect on 16 January 2026. Students normally reach CAF after Pre-Requisite Competencies (PRC). They must pass two Group A papers before attempting Group B, and can attempt a maximum of four CAF papers in one sitting.
ICAP's own scheme document sets out the structure:
| Stage | Papers |
|---|---|
| PRC | PRC-1 Fundamentals of Accounting, PRC-2 Quantitative Analysis for Business, PRC-3 Business and Economic Insights |
| CAF Group A | CAF-1 Financial Accounting and Reporting, CAF-2 Taxation Principles and Compliance, CAF-3 Data, Systems and Risks, CAF-4 Business Law Dynamics |
| CAF Group B | CAF-5 Management Accounting, CAF-6 Corporate Reporting, CAF-7 Business Insights and Analysis, CAF-8 Audit and Assurance Essentials |
| CFAP | Six papers, including CFAP-5 Tax Practices and Planning |
| Final | Strategic Case Study + practical training |
Source: ICAP Education Scheme 2025.
Before CAF, most students clear PRC. Our CA PRC level explainer walks through that first step, and ICT runs dedicated classes for PRC-1 Fundamentals of Accounting, PRC-2 Quantitative Analysis for Business and PRC-3 Business and Economic Insights. Explore the Courses | Enroll Now
Which Group A papers should you pair with CAF-2? Many students pair CAF-2 with CAF-1 Financial Accounting and Reporting. Business income computations start from accounting profit, so strong accounting skills make tax adjustments easier to understand. After Group A, the CAF Group B difficulty and career path guide explains what comes next.
Who Has to Sit CAF-2? (Eligibility and Exemptions)
Almost every CA student has to pass CAF-2, because most exemption routes under Scheme 2025 do not waive it. ACCA members, CIMA members and relevant-degree holders from RDAIs receive CAF exemptions that exclude CAF-2. Other 16-year graduates sit it as GCC-2 in the Graduate Conversion Course. Only ICMAP qualifiers and certain SDAI or AACSB graduates are exempt from all CAF papers.
This is one of the most important and least discussed facts about CAF-2. Here is how ICAP's exemption rules affect it:
| Your Background | Exemptions ICAP Grants | Do You Sit CAF-2? |
|---|---|---|
| HSSC / A-Level (60%+ aggregate) | PRC exemption possible in some cases | Yes |
| Relevant associate degree (14 years) | PRC exempt | Yes |
| Fully qualified ACCA | PRC + CAF-1, CAF-5, CAF-6, CAF-8 (CAF-8 only if AAA passed) | Yes |
| Fully qualified CIMA | PRC + CAF-1, CAF-4, CAF-5, CAF-6, CAF-7 | Yes |
| Fully qualified PIPFA | PRC + CAF-4 | Yes |
| 16-year relevant degree from RDAI | PRC + CAF-1, CAF-3, CAF-4, CAF-6, CAF-7 | Yes |
| Other 16-year HEC-recognised graduate | Sits Graduate Conversion Course instead of CAF | Yes, as GCC-2 |
| Fully qualified ICMAP | All PRC and CAF papers | No |
| 16-year relevant degree from SDAI / AACSB-listed foreign university | All PRC and CAF papers (subject to criteria) | No |
Source: ICAP FAQs on Education Scheme 2025. Exemptions are subject to ICAP's criteria, such as 70% syllabus match and a minimum of 60% marks in the relevant subject.
Why does ICAP keep CAF-2 compulsory for so many routes? Pakistani tax law is local. A UK-based ACCA or CIMA syllabus does not test the Income Tax Ordinance 2001 or the Sales Tax Act 1990 in the depth ICAP requires. A general business degree usually does not either. ICAP therefore treats Pakistani tax competence as something almost every future chartered accountant must prove directly.
Entry eligibility in brief: under Scheme 2025, HSSC or A-Level students need 60% aggregate to register directly, or must pass the Qualifying Assessment Test (QAT) if they scored between 50% and 59%. Full details are in our CA eligibility in Pakistan guide. If you are still choosing between routes, compare them in our CA vs ACCA comparison.
What Is the CAF-2 Syllabus and Weightage?
The CAF-2 syllabus has four grids. Income Tax Laws – Chargeability (50–60% weightage), Sales Tax Laws (20–30%), Income Tax Administration and Compliance (10–15%), and Objective, System, Constitutional Provisions and Ethics (5–10%). ICAP recommends 110–135 teaching hours in total. Income tax computation is therefore the paper's centre of gravity.
Official CAF-2 syllabus grid:
| Grid | Area | Teaching Hours | Weightage |
|---|---|---|---|
| A | Objective, System, Constitutional Provisions and Ethics | 10–15 | 5–10% |
| B | Income Tax Laws – Chargeability | 55–65 | 50–60% |
| C | Income Tax Laws – Administration and Compliance | 15–20 | 10–15% |
| D | Sales Tax Laws | 30–35 | 20–30% |
| Total | 110–135 | 100% |
What does each grid actually test?
| Grid | Key Learning Outcomes (ICAP) | Proficiency Level |
|---|---|---|
| A | Direct vs indirect taxation; Federal and Provincial Consolidated Funds and Public Accounts; taxing powers of Parliament and provincial assemblies; ethics of compliance; tax evasion vs avoidance | P1 |
| B | Central concepts and scope of income; computing income, taxable income and tax under each head for non-corporates; carry forward, deductible allowances, set-off of losses, tax credits and exemptions | P2 |
| C | Who must file returns and wealth statements; filing method, revision, due dates and extensions; preparing a return and wealth statement with reconciliation; assessments; audit and record retention; appeals; alternative dispute resolution | P2 |
| D | Output and input tax on taxable, zero-rated and exempt supplies; time and manner of payment; input tax apportionment and refunds; registration and de-registration; records, invoices, debit and credit notes; destruction of goods | P1–P2 |
What do P1, P2 and T1–T3 mean? ICAP's syllabus uses proficiency levels (P1 = foundation, P2 = intermediate application) and testing levels that cap marks per topic:
- T1 topics are capped at 8 marks each, with a 35-mark aggregate cap per attempt.
- T2 topics can carry up to 20 marks.
- T3 topics can carry up to 25 marks.
Most of Grids B, C and D are P2/T2. That means application-level questions worth up to 20 marks each, which is why computation practice matters so much. ICT's CAF-2 course allocates class time in line with these weightages. Explore the Course | Enroll Now
Which Laws and Sections Are Examinable in CAF-2?
CAF-2 examines selected parts of six legal sources: the Constitution of Pakistan, ICAP's Code of Ethics, the Income Tax Ordinance 2001, the Income Tax Rules 2002, the Sales Tax Act 1990 and the Sales Tax Rules 2006. ICAP lists specific articles, chapters, sections and rules, and also lists exclusions. Studying beyond the list wastes time; skipping listed items costs marks.
Examinable knowledge reference (summary of ICAP's list):
| Source | What Is Included |
|---|---|
| Constitution of Pakistan | Articles 78–88 (federal financial procedure), Articles 118–127 (provincial financial procedure), and specified entries of the Fourth Schedule |
| ICAP Code of Ethics (Revised 2024) | Sections 604.1–604.10 (tax services) |
| Income Tax Ordinance 2001 | Selected definitions in section 2; Chapters II, III and IV with listed exclusions; parts of Chapters V, VII, VIII and IX; Chapter X Parts I, II and III, withholding sections 149, 150, 151, 155 and 156, and sections 174 and 177; relevant parts of the First, Second, Third and Sixth Schedules |
| Income Tax Rules 2002 | Selected rules, including rules 3–6, 10, 11, 13A, 13B, 13D, 14, 33 and others listed by ICAP |
| Sales Tax Act 1990 | Selected definitions in section 2; Chapters II–V with listed exclusions; section 73 |
| Sales Tax Rules 2006 | Rule 2(1)(xlvii) and Chapters I, II, III, IV and XVII (with listed provisos excluded) |
| Sales Tax Schedules | Basic concepts of the Third, Fifth, Sixth and Eighth Schedules (item-wise lists excluded) |
ICAP also excludes specific issues in the Schedules, such as minimum production under the 13th Schedule and withholding sales tax under the 11th Schedule. Always check the latest ICAP CAF syllabus before your attempt, because the exclusion list can change between sessions.
Practical tip from the classroom: print ICAP's examinable-knowledge list and paste it inside the cover of your study text. Tick off each section as you complete it. Students who study from general tax books rather than the ICAP list often spend hours on sections that will never be examined. ICT's faculty build every CAF-2 lecture around this list; you can learn more on our faculty page.
Which Tax Year and Finance Act Will You Be Tested On?
For CAF examinations, ICAP makes fiscal law changes examinable six months after their publication by the issuing authority. A Finance Act passed in June is therefore generally not tested in the CAF session held a few months later. It becomes examinable in later sessions. Always confirm the applicable law in ICAP's study material and announcements for your attempt.
This rule matters more in taxation than in any other CAF paper, because Pakistan's tax rates and thresholds change almost every budget. ICAP's FAQ states the policy directly:
| Stage | When Fiscal Law Changes Become Examinable |
|---|---|
| CAF (including CAF-2) | Six months from the date of publication by the issuing authority |
| CFAP and Strategic Case Study | Four months from the date of publication by the issuing authority |
Source: ICAP FAQs on Education Scheme 2025.
How to apply the rule (example): a Finance Act published at the end of June becomes examinable for CAF from roughly the end of December onwards. A CAF session held earlier than that would generally still test the previous Finance Act. Study texts and question banks are labelled with the tax year they cover. Buying the wrong edition is one of the easiest mistakes to avoid.
Why this affects your preparation: rates, slabs and thresholds are the most "perishable" facts in CAF-2. Concepts like residency, heads of income, admissible deductions, input tax rules and appeal routes change far less often. Learn the concepts deeply; update the numbers from the correct edition. For a broader view of how exam timing affects CA planning, read why students fail CA and ACCA exams.
Part A: What Do Constitutional Provisions and Tax Ethics Cover in CAF-2?
Grid A explains the legal and ethical foundation of taxation in Pakistan. It covers direct and indirect taxes, the federal and provincial Consolidated Funds and Public Accounts, which taxes Parliament and provincial assemblies can impose, the ethics of tax compliance, and the difference between tax evasion and tax avoidance. It carries only 5–10% of marks, but it frames everything else.
Direct vs indirect taxation
| Feature | Direct Tax | Indirect Tax |
|---|---|---|
| Who bears the burden | The person on whom it is levied | Passed on to the final consumer |
| Main Pakistani example | Income tax (Income Tax Ordinance 2001) | Sales tax (Sales Tax Act 1990) |
| Link to ability to pay | Stronger (progressive rates possible) | Weaker (same rate regardless of income) |
| Collected by | FBR, often through withholding agents | Registered persons at each stage of supply |
Federal vs provincial taxing powers
The Constitution divides taxing powers between the Federation and the provinces. Articles 78–88 govern the Federal Consolidated Fund and Public Account. Articles 118–127 govern the provincial equivalents. The Fourth Schedule's Federal Legislative List contains the entries that give Parliament its taxing powers. Examples include taxes on income other than agricultural income, and taxes on the sale and purchase of goods. Agricultural income and sales tax on services fall within provincial competence, which is why provinces have their own revenue authorities for services. This division explains why CAF-2 tests federal sales tax on goods under the Sales Tax Act 1990, not provincial sales tax on services.
Ethics: evasion vs avoidance
| Tax Evasion | Tax Avoidance |
|---|---|
| Illegal: concealing income, fake invoices, understating sales | Legal arrangement of affairs within the law to reduce tax |
| Attracts penalties and prosecution | Generally lawful, though aggressive schemes can be challenged |
| Violates both law and professional ethics | Must still respect the spirit of the law and ethical duties |
ICAP also tests the morality of compliance for taxpayers and practitioners, the powers and ethical responsibilities of tax authorities, and the pillars of tax administration: fairness, transparency, equity and accountability. The Code of Ethics sections on tax services (604.1–604.10) connect this grid to your future professional duties. Our ACCA vs CMA vs CA salary comparison shows why ethical tax practice is valued so highly in the job market.
Part B: How Does Income Tax Chargeability Work in CAF-2?
Income tax chargeability decides who is taxable, on what income, and how much tax is due. In CAF-2, you compute income under five heads (salary, income from property, income from business, capital gains and income from other sources) for non-corporate taxpayers. You then apply deductible allowances, tax credits, exemptions and loss rules to reach the final liability. This grid carries 50–60% of marks.
Step 1: Know the central concepts
| Concept | What It Means | Why It Matters in Questions |
|---|---|---|
| Tax year | Normally 1 July to 30 June, named after the year in which it ends (e.g., 1 July 2025–30 June 2026 is Tax Year 2026) | Decides which rates apply |
| Person | Individual, association of persons (AOP) or company | Decides rate schedules and rules |
| Resident / non-resident | Residents are taxed on Pakistan-source and foreign-source income; non-residents mainly on Pakistan-source income | Changes the scope of taxable income |
| Pakistan-source income | Income treated as arising in Pakistan under the source rules | Essential for non-resident questions |
| Total income | Sum of income under all heads | Starting point of the computation |
| Taxable income | Total income minus deductible allowances | Figure on which rates are applied |
Step 2: Determine residential status (individuals)
An individual is generally resident for a tax year if they:
- are present in Pakistan for 183 days or more in the tax year; or
- are present for 120 days or more in the tax year and 365 days or more in total in the four preceding tax years; or
- are an employee or official of the Federal or Provincial Government posted abroad.
Worked residency example:
| Person | Days in Pakistan (Tax Year) | Days in Previous 4 Years | Status |
|---|---|---|---|
| Ali | 190 | Not needed | Resident (183+ days) |
| Sana | 130 | 400 | Resident (120+ and 365+) |
| Omar | 130 | 250 | Non-resident (fails both tests) |
Residency questions are short, but they unlock the rest of the computation. A wrong status can make every later figure wrong.
Step 3: Compute income under each head
1. Salary. Salary includes pay, allowances, perquisites and benefits received from employment. Some allowances are exempt or partly exempt under the Second Schedule, and benefits such as a company car or accommodation are valued under the Income Tax Rules 2002. Employers withhold tax on salary under section 149.
2. Income from property. Rent received from letting property is taxed under this head, with its own rules and rate structure for individuals and AOPs. Withholding on rent is covered under section 155.
3. Income from business. Taxable business income is not simply accounting profit. You start with profit and make adjustments:
| Adjustment | Direction | Examples |
|---|---|---|
| Inadmissible expenses | Add back | Personal expenses, expenses not wholly and exclusively for business, amounts the Ordinance specifically disallows |
| Accounting depreciation | Add back | Replaced by tax depreciation |
| Tax depreciation, initial allowance, amortisation | Deduct | Computed under the Ordinance's own rules and rates |
| Exempt or separately taxed income included in profit | Deduct | Taxed under its own head or regime instead |
The general deduction principle is that an expense is deductible if incurred wholly and exclusively for the purpose of the business, unless the Ordinance specifically disallows it.
4. Capital gains. Gains on the disposal of capital assets are taxed under this head, with separate rules for securities and immovable property. Holding periods and asset type often change the treatment.
5. Income from other sources. This head catches income not covered elsewhere, such as dividends, profit on debt and prizes, subject to withholding and special rules. Withholding on dividends (section 150), profit on debt (section 151) and prizes and winnings (section 156) is examinable.
Step 4: Apply deductible allowances, credits, exemptions and loss rules
| Item | Effect | Examples |
|---|---|---|
| Deductible allowances | Reduce taxable income | Zakat paid, Workers' Welfare Fund, Workers' Participation Fund, education expenses (conditions apply) |
| Tax credits | Reduce tax payable | Charitable donations to approved bodies; contributions to approved pension funds |
| Exemptions | Remove specific income from tax | Items listed in the Second Schedule |
| Set-off of losses | Loss under one head set against income under another (with restrictions) | Business loss vs other heads (not salary or property in some cases) |
| Carry forward | Unabsorbed losses used in later years | Business losses can generally be carried forward for up to six tax years |
Worked example: salary tax for Tax Year 2026
The following uses the salaried-individual rates for Tax Year 2026, as substituted by the Finance Act 2025. Use it for illustration only, and always check which tax year your exam session tests.
Tax Year 2026 salary slabs (Finance Act 2025):
| Taxable Income (Rs.) | Tax |
|---|---|
| Up to 600,000 | 0 |
| 600,001 – 1,200,000 | 1% of amount above 600,000 |
| 1,200,001 – 2,200,000 | 6,000 + 11% of amount above 1,200,000 |
| 2,200,001 – 3,200,000 | 116,000 + 23% of amount above 2,200,000 |
| 3,200,001 – 4,100,000 | 346,000 + 30% of amount above 3,200,000 |
| Above 4,100,000 | 616,000 + 35% of amount above 4,100,000 |
A 9% surcharge applies to salaried individuals whose taxable income exceeds Rs. 10 million. The Finance Act 2026 revised several slabs for later tax years, which is exactly why the examinable-law rule above matters.
Example: Ayesha earns a taxable salary of Rs. 2,400,000 in Tax Year 2026 and has no other income, allowances or credits.
| Step | Calculation | Amount (Rs.) |
|---|---|---|
| Fixed tax up to 2,200,000 | As per slab | 116,000 |
| Excess over 2,200,000 | 23% × 200,000 | 46,000 |
| Total tax liability | 162,000 | |
| Monthly withholding by employer (approx.) | 162,000 ÷ 12 | 13,500 |
In the exam, ICAP expects you to show each line clearly: gross salary, exempt items, taxable salary, deductible allowances, taxable income, gross tax, credits, and net tax payable or refundable after tax already withheld. Presentation earns marks even when a small arithmetic slip occurs.

Part C: What Does Income Tax Administration and Compliance Cover?
Income tax administration and compliance covers how tax law is applied in practice. It includes who must file a return and wealth statement, how and when to file, revisions and extensions, how the FBR assesses and audits taxpayers, how long records must be kept, and how disputes move through appeals and alternative dispute resolution. This grid carries 10–15% of marks.
The compliance cycle every CA student should know
| Stage | What Happens | Key Provisions (ITO 2001) |
|---|---|---|
| 1. Registration | Taxpayer obtains an NTN, now through the FBR's IRIS portal | Registration provisions and rules |
| 2. Return filing | Specified persons file a return of income, usually with a wealth statement for individuals | Sections 114, 116 |
| 3. Due date and extension | The Ordinance sets due dates by person type; extensions can be sought | Sections 118, 119 |
| 4. Deemed assessment | A complete return is generally treated as an assessment order | Section 120 |
| 5. Best judgment / amendment | The Commissioner may assess or amend where the return is missing or incorrect, within time limits | Sections 121, 122 |
| 6. Audit | Selected taxpayers' affairs may be audited | Section 177 |
| 7. Appeals | Commissioner (Appeals) → Appellate Tribunal Inland Revenue → reference to High Court | Sections 127, 131, 133 |
| 8. ADR | Alternative dispute resolution as an option for eligible disputes | Section 134A |
| 9. Records | Prescribed records must be kept for the required period | Section 174 |
For individuals and AOPs, the normal return due date is 30 September following the end of the tax year, unless the FBR extends it by notification.
Return and wealth statement reconciliation
CAF-2 specifically asks you to prepare a return of income and wealth statement with reconciliation. The logic is simple and very practical:
Opening net assets + income for the year (taxable, exempt and final-taxed) − personal expenses = closing net assets
If the equation does not balance, the difference suggests unexplained income or unexplained expenditure. That gap is exactly what the FBR looks for in practice. Students who understand this reconciliation understand why wealth statements matter in real audits.
Active Taxpayer List (ATL)
Taxpayers who file their returns appear on the FBR's Active Taxpayer List. Being on the ATL generally means lower withholding rates on many transactions. Non-filers typically face higher rates. This real-world consequence of compliance is a useful way to remember why the return-filing provisions exist. The FBR explains registration and filing on the FBR website.
The exam angle: compliance questions are usually written as scenarios. For example: "Mr. X filed late and received a notice; advise him on his options." Answer with the correct section, the time limit and the next appellate forum, in order. Practise writing these as short, numbered, advisory answers. Our CA articleship guide shows how often trainees handle exactly these tasks in tax departments.
Part D: How Does Sales Tax Work in CAF-2?
CAF-2 tests federal sales tax on goods under the Sales Tax Act 1990 and Sales Tax Rules 2006. You calculate output tax and input tax on taxable, zero-rated and exempt supplies, determine the time and manner of payment, apportion input tax, and handle carry forward and refunds. You also need registration and de-registration, returns, records, invoices, debit and credit notes, and destruction of goods. This grid carries 20–30% of marks.
Core sales tax concepts
| Concept | Meaning |
|---|---|
| Taxable supply | A supply of taxable goods made by a registered person in the course of business |
| Output tax | Sales tax charged on your taxable supplies |
| Input tax | Sales tax paid on your purchases and imports used for taxable supplies |
| Net liability | Output tax minus admissible input tax |
| Zero-rated supply | Taxable at 0%, so input tax can generally be claimed (Fifth Schedule concept) |
| Exempt supply | Not taxable, so related input tax generally cannot be claimed (Sixth Schedule concept) |
| Retail-price items | Tax charged on printed retail price for specified goods (Third Schedule concept) |
| Reduced-rate items | Specified goods taxed at lower rates (Eighth Schedule concept) |
Worked example: basic monthly sales tax liability
The figures below are illustrative only and assume the standard rate of 18%. Always use the rate applicable to your exam session.
Bilal Traders, a registered manufacturer, has the following in one tax period:
| Item | Value (Rs.) | Sales Tax @ 18% (Rs.) |
|---|---|---|
| Taxable supplies (sales) | 1,000,000 | 180,000 (output tax) |
| Taxable purchases used for taxable supplies | 600,000 | 108,000 (input tax) |
| Net sales tax payable | 72,000 |
Now add one complication: if part of Bilal's supplies were exempt, input tax on purchases used for both taxable and exempt supplies would need apportionment. Only the portion relating to taxable supplies is admissible, and the rest becomes a cost. ICAP frequently tests this apportionment, together with the restrictions on input tax.
Another high-yield rule: section 73 is examinable. It links input tax admissibility to payment through banking channels for transactions above a specified value. Scenario questions often include a cash payment to test whether you notice this.
Registration, records and invoices
- Registration and de-registration: who must register, the procedure, and when registration can be cancelled.
- Records: what a registered person must keep, for how long, and how audits use them.
- Tax invoices, debit and credit notes: required particulars and when adjustments are allowed.
- Destruction of goods: the procedure prescribed in the rules.
These topics look descriptive, but ICAP often wraps them inside a numerical question. For example: "Compute the liability and state two errors in the invoice." ICT's CAF-2 classes pair each descriptive topic with a small scenario for this reason. Explore the Course | Enroll Now
How Is the CAF-2 Exam Structured and Assessed?
CAF-2 is a 100-mark ICAP paper held twice a year, in the Spring and Autumn sessions. Questions follow the syllabus grid weightages and ICAP's testing-level caps. Most marks come from application-level (P2) computation and scenario questions. ICAP marks answers on merit, but legal terminology must be used correctly. Admit cards are uploaded to the student login about one week before exams.
Key exam facts from ICAP's documents:
| Feature | Detail |
|---|---|
| Exam frequency | Semi-annual: Spring and Autumn sessions |
| Total marks | 100 (weightages across Grids A–D) |
| Papers per sitting | Maximum four CAF papers |
| Group B eligibility | After passing two CAF Group A papers |
| Wording of answers | Marked on merit; exact study-text wording is not required, but legal terms must be used correctly |
| Admit cards | Uploaded to the student login area about one week before exams |
| Candidates abroad | ICAP offers online remote-proctored exams |
| Open-book papers | Some CA papers are open book; check para 7(3) of Directive 1.01 for which papers and which books are permitted |
Always confirm current time limits, calculator rules, pass criteria and paper format in ICAP's directives and exam announcements. ICAP's documents are the final authority. You can also access official CAF-2 past papers on ICAP's website.
How Should You Prepare for CAF-2? (16-Week Study Plan)
The most reliable way to prepare for CAF-2 is a structured 14–18 week plan. Learn central concepts first, then income tax heads, then compliance, then sales tax, and finish with timed past papers. ICAP recommends 110–135 teaching hours, so plan roughly 8–10 focused hours a week alongside other papers, plus revision time.
16-week CAF-2 study plan
| Weeks | Focus | Output You Should Have |
|---|---|---|
| 1 | Grid A: constitutional provisions, direct vs indirect tax, ethics | One-page summary of taxing powers and evasion vs avoidance |
| 2–3 | Central concepts: tax year, person, residence, source of income, total vs taxable income | Residency and source "decision tree" in your notes |
| 4–5 | Salary: allowances, perquisites, exemptions, withholding | 10 solved salary computations |
| 6 | Income from property and income from other sources | 6 solved mixed-head questions |
| 7–8 | Income from business: admissible and inadmissible deductions, depreciation, adjustments | Adjustment checklist + 8 solved questions |
| 9 | Capital gains; losses (set-off and carry forward); allowances and credits | Loss-rule table + 6 solved questions |

| 12–13 | Grid D: sales tax scope, output and input tax, apportionment, registration, records, invoices | 10 solved sales tax questions |
| 14 | Mixed revision; memorise current rates for your session | Rate card for the correct tax year |
| 15 | Three full timed past papers | Marked answers with error log |
| 16 | Error-log review; weak-area drills; one final mock | Exam-ready computation layouts |
How to study each topic
- Read the law section first, briefly, from the ICAP study text.
- Solve one easy question immediately to see how the section is tested.
- Build a standard layout for each head of income and for sales tax.
- Keep an error log: every mistake, its cause, and the correct rule.
- Revise rates last, from the edition that matches your exam session.
ICAP's first edition of the Scheme 2025 CAF-2 study text was published in July 2025. Always check that your study text and question bank match the tax year your session tests.
An observation from teaching this paper: students who write the section number next to each adjustment in their practice computations remember the rules far better by exam day than students who only write the figures. The section becomes a memory hook, and it also shows the examiner you know the basis of the adjustment.

What Are the Most Common Mistakes CAF-2 Students Make?
The most common CAF-2 mistakes are:
- studying outdated rates;
- skipping residency and source rules;
- mixing up allowances and credits;
- ignoring input tax restrictions;
- leaving out section references and workings;
- treating compliance topics as "easy theory" and losing marks on time limits and appeal routes.
Most of these mistakes come from studying in the wrong order rather than a lack of intelligence.
| Mistake | Why It Costs Marks | Fix |
|---|---|---|
| Using the wrong tax year's rates | Every computation becomes wrong | Buy the edition matching your session; confirm with ICAP |
| Skipping residency | Scope of income is wrong from line one | Always state status and reason first |
| Confusing deductible allowances with tax credits | Allowances reduce income; credits reduce tax | Keep a two-column table and revise it weekly |
| Adding back all accounting expenses | Over-taxes business income | Add back only inadmissible items; replace accounting depreciation with tax depreciation |
| Ignoring input tax apportionment | Overstates admissible input tax | Check for exempt supplies in every sales tax question |
| Missing section 73 | Allows inadmissible input tax | Look for cash payments in every scenario |
| No workings | No partial marks | Show every step in a standard layout |
| Weak appeal-route answers | Loses easy compliance marks | Memorise the order: CIR(A) → ATIR → High Court, with time limits |
| Starting past papers too late | Poor time management in the exam | Begin timed practice by week 12 |
Many of these patterns also appear in other CA and ACCA papers, as our analysis of why students fail CA and ACCA exams explains.
CAF-2 vs CFAP-5 vs ACCA TX-PKN: What Is the Difference?
CAF-2 is ICAP's foundation-level Pakistani tax paper, focused on computing income tax and sales tax and understanding compliance. CFAP-5 Tax Practices and Planning is ICAP's advanced tax paper, focused on planning, complex scenarios and professional judgement. ACCA's Taxation (Pakistan variant, TX-PKN) is ACCA's Applied Skills tax paper based on Pakistani law, taken within the ACCA route.
| Feature | CAF-2 (ICAP) | CFAP-5 (ICAP) | ACCA TX-PKN | Recommendation |
|---|---|---|---|---|
| Level | Intermediate (CAF) | Advanced (CFAP) | ACCA Applied Skills | Take CAF-2 before CFAP-5 |
| Focus | Computation and compliance | Planning, complex cases, advice | Computation and compliance within the ACCA framework | Choose based on your chosen qualification |
| Taxpayers | Mainly non-corporates for computation | Individuals, AOPs, companies and complex structures | As per ACCA syllabus | CFAP-5 for corporate tax depth |
| Laws | ITO 2001, ITR 2002, STA 1990, STR 2006 (selected parts) | Broader and deeper coverage | Pakistani tax law as per ACCA syllabus | Always follow the body's own syllabus |
| Awarding body | ICAP | ICAP | ACCA | Check each body's latest syllabus |

What Are the Pros and Cons of the CAF-2 Paper?
CAF-2's main advantage is practical value. It is one of the most directly job-relevant papers in the CA qualification, because tax computations, returns and sales tax compliance are daily tasks in Pakistani firms. Its main challenge is volume: many sections, frequent law changes, and computations that must be accurate under time pressure.
| Pros | Cons |
|---|---|
| Directly useful in articleship, industry and practice | Frequent changes in rates and thresholds |
| Builds a foundation for CFAP-5 and tax specialisation | Large number of examinable sections |
| Logical structure once central concepts are clear | Legal language can be difficult at first |
| Compulsory for most routes, so every CA employer values it | Requires regular computation practice, not last-minute reading |
| Skills transfer to personal and family tax filing | Wrong study-material edition can mislead students |
The balanced view: CAF-2 is demanding but very manageable with the right order of study and regular practice. It rewards consistency more than talent.
Career Value: What Does CAF Taxation Knowledge Lead To?
CAF taxation knowledge is immediately useful in articleship and entry-level finance roles. Trainees and junior staff routinely prepare tax computations, returns, wealth statements, withholding statements and sales tax returns. Passing CAF also unlocks CA training. ICAP's minimum stipend for a CAF-passed trainee starting training from 1 July 2025 is Rs. 25,000 per month, and firms may pay more.
Where CAF-2 skills are used
| Role or Setting | CAF-2 Skills Used |
|---|---|
| CA firm tax department (trainee) | Income tax returns, wealth statements, sales tax returns, notice replies |
| Industry finance team | Withholding compliance, sales tax filing, tax provisions input |
| Tax consultancy | Individual and business compliance, registration, basic advisory |
| Later specialisation | Foundation for CFAP-5, then tax advisory and litigation support |
Academic value
- HEC recognition: the HEC recognises Chartered Accountancy as equivalent to an M.Com degree involving 16 years of education.
- Credit towards a BS degree: students with a verified CAF certificate may be eligible for up to 60 credit hours of exemption in a BS Accounting & Finance programme, subject to the university's rules.
Balanced expectations
Salaries after CA depend on the firm, city, experience, specialisation and economic conditions. No paper or qualification guarantees a particular income. For realistic ranges and sources, see our CA salary in Pakistan guide, salary after CA in Pakistan and abroad, CA scope in Pakistan and top CA jobs in Pakistan. For the bigger picture, read our future scope of accounting jobs in Pakistan.
How Much Does CAF-2 Preparation Cost?
CAF-2 costs have three parts: ICAP fees (registration and examination), tuition fees if you study with a coaching institute, and study materials. ICAP publishes its current fees on its official fee page. Tuition fees vary by institute and city, so compare them directly. Budget for the correct-edition study text and question bank as well.
| Cost Component | Where to Check |
|---|---|
| ICAP registration and exam fees | ICAP fees page |
| Tuition | Directly with the institute (ICAP says RAET fees should be confirmed with each tutor) |
| Study text, question bank, past papers | ICAP's study resources and approved publishers |
| Scholarships and interest-free loans | ICAP's scholarships page (High Achievers, Students' Financial Support, interest-free loan facility) |

FAQs
What is CA CAF Taxation Principles and Compliance?
CA CAF Taxation Principles and Compliance (CAF-2) is ICAP's CAF-stage paper on Pakistani income tax and sales tax. It tests constitutional tax provisions, ethics, income tax chargeability, income tax administration and compliance, and sales tax, under Education Scheme 2025.
Is CAF-2 the same as the old CAF-2 Tax Practices paper?
CAF-2 Taxation Principles and Compliance replaced CAF-2 Tax Practices under ICAP's Education Scheme 2025. Students who passed CAF-2 Tax Practices under Scheme 2021 receive credit for the new CAF-2.
Can ACCA members get an exemption from CAF-2?
No. Under Education Scheme 2025, fully qualified ACCA members are exempt from PRC and CAF-1, CAF-5, CAF-6 and CAF-8 (CAF-8 only if AAA is passed), but not from CAF-2 Taxation Principles and Compliance.
Which part of the CAF-2 syllabus carries the most marks?
Income Tax Laws – Chargeability carries the most marks, with 50–60% weightage. Sales Tax Laws carry 20–30%, Administration and Compliance 10–15%, and Constitutional Provisions and Ethics 5–10%.
Which Finance Act is tested in CAF-2?
For CAF papers, ICAP makes changes in fiscal laws examinable six months after their publication by the issuing authority. Check ICAP's study material and exam announcements for the tax year applicable to your session.
Is CAF-2 Taxation hard? (CAF tax paper mushkil hai?)
CAF-2 is demanding because of its many sections and frequent law changes, but it is logical once central concepts are clear. Students who study in syllabus order and practise computations weekly usually find it manageable.
How many hours should I study for CAF-2?
ICAP recommends 110–135 teaching hours for CAF-2. Most students need a 14–18 week plan, with additional time for past papers and revision.
How often is the CAF-2 exam held?
CAF and GCC examinations, including CAF-2, are held semi-annually by ICAP, in the Spring and Autumn sessions.
Do 16-year graduates have to sit CAF-2?
Most do. Other 16-year graduates take the Graduate Conversion Course, where GCC-2 is Taxation Principles and Compliance (CAF-2). Only certain SDAI or AACSB-listed foreign university graduates meeting ICAP's criteria are exempt from all CAF papers.
What comes after CAF-2 in taxation?
After CAF-2, the next tax paper on the CA route is CFAP-5 Tax Practices and Planning. It focuses on advanced tax planning and complex scenarios.
Conclusion
CA CAF Taxation Principles and Compliance is one of the most practical papers in the Chartered Accountancy qualification, and one that almost every CA student must pass. Its structure is clear once you see it:
- Chargeability carries half or more of the marks.
- Sales tax carries around a quarter.
- Compliance and constitutional topics complete the paper.
- Which Finance Act applies depends on ICAP's six-month rule, so always study from the edition that matches your session.
Key recommendation: learn central concepts first, build standard computation layouts, practise weekly, and start timed past papers by week 12. That approach turns a large syllabus into a predictable, scoreable exam.
Your next step: if you want structured classes, guided computation practice and teaching informed by practising tax professionals, explore ICT's CAF-2 Taxation Principles and Compliance course or start your application on the admission page.
